Organization Charting & Modeling at Texas HHSC

About the State of Texas HHSC
In June of 2003, the governor of Texas signed House Bill 2292 as part of a state cost saving plan. The bill mandated realignment of a 12-agency health and human services labyrinth into a manageable group of five agencies, all under the oversight of one executive commissioner. The transition, while complex, would create significant economies of scale.

As part of the consolidation, the Texas Health and Human Services Commission (HHSC) analyzed its human resources operations to look for process improvements and automation that could further enhance service delivery. Targeted automation projects included ways HHSC could provide its employees with online viewing and modeling of dynamically generated organizational charts. This would reduce work for managers and provide all employees with more information about the organization structure of the state’s health and human services agencies.

The Business Objective
A successful solution would need to be easy-to-use and web-based. It would have to be integrated with the HHSC portal for human resources services – known as Access HR – and its existing PeopleSoft-based Health and Human Services Administrative System. The project dictated finding a solution that could be deployed to 45,000 employees working in more than 1,000 offices across the state. It would need to be easily accessible to the workforce, requiring no plug-ins while ensuring secure access to confidential data by leveraging the Access HR and PeopleSoft single sign-on and user authentication parameters.

HHSC’s human resources provider, Convergys Corp., worked with Nakisa to deliver a hosted solution to meet these requirements. The implementation is now used statewide by 45,000 employees of HHSC and the four agencies under its oversight.

The Nakisa Solution
With Nakisa OrgChart and Nakisa OrgModeler, critical people and organizational information is securely pulled from HHSC’s core PeopleSoft HHSAS to dynamically generate graphical displays of real-time organizational charts and human capital information.

Nakisa technology complies with Section 508 of the U.S. Rehabilitation Act guidelines making it possible to provide Nakisa OrgChart to all 45,000 health and human services employees. Agencies also have given their 4,300 managers access to the “what-if” scenario modeling and analysis functions of Nakisa OrgModeler.

With Nakisa’s 100% web-based applications, Texas health and human services employees have deeper visibility into personnel data. Day-to-day work, decision-making and business processes are optimized because agencies and employees have a standard, up-to-date view into critical employee data, position relationships and organization structures. They also benefit from online, dynamic generation of organizational charts as it eliminates the time-consuming task of manual creation and update of charts.

Because employees now have a window into their personal information, inaccuracies are identified quickly. The information can be updated quickly using the Access HR self-service tools.

With access to Nakisa OrgModeler, managers are able to create “what-if” scenarios and graphically simulate organization structure changes based on accurate data. Recommended changes or restructuring can be printed and routed for approval. Managers can return to scenarios online at any time, and these can be used to update HHSC’s PeopleSoft system when a recommended organizational change is approved for implementation.

Nakisa technology is helping HHSC consolidate human resources and administrative services across the state’s five health and human service agencies and provide better support to the front-line workers serving the needs of Texans.
